The Shem Women's Writing Competitio project was funded under the affiliation of the Shem Women's Group, which is dedicated to empowering Tibetan women and their communities through grassroot develoment. Shem group was formed in 2003 by a group of students from the English Training Program in Qinghai Normal University, encouraged by a few foreign teachers at the program and accomplished many grassroots development projects before they officially registered as and NGO in 2005. Shem has been doing hundreds of projects that empower Tibetan women and improve their living conditions and social opportunities. Currently, there are four Tibetan women working extensively on yearly projects that are overseen by the Shem Group.
